Philip Tenkhoff Founder and Partner
Phil Tenkhoff, Founder and Partner
Dr. Tenkhoff is one of the three founders of the firm. He has been providing assistance in network communications to management of the private sector, educational institutions and government agencies for over 25 years. These services include assistance in development of information technology strategic plans, requirements analysis, network planning, network design, network implementation, network operations and maintenance, and network cost/performance optimization. His principal skills include strategic and implementation planning for local and wide area network capabilities, requirements analysis, cost/benefit analyses, operations policies and procedures, information services management and organizational consulting, and network audits.
Prior to his association with NCI, he was with Computer Sciences Corporation (CSC). At CSC, his most recent responsibility was that of Vice President, Engineering and Communications for the Data Services Group. In that position, he was the senior executive responsible for the planning, design, and operation of the Infonet international telecommunications network. He holds a BS in Electrical Engineering from the University of Southern California, a Masters and a Doctorate of Philosophy in Electrical Engineering from Catholic University of America.
Mr. Carroll manages the day-to-day business operation of the firm. His principal skills include: telecommunications and IT project management, quality assurance, acquisition planning and procurement in the State of Washington environment, facilitation of client IT working groups, customer needs assessment, IT feasibility studies, cost/benefit analyses, disaster recovery planning, telecommunications, IT architecture design and evolution. Mr. Carroll is certified by the Project Management Institute as a Project Management Professional (PMP).
Mr. Carroll was formerly an Associate Partner with Accenture (formerly Andersen Consulting) where he was responsible for public sector electronic commerce, telecommunications, financial, payroll, and human resource systems account planning, marketing, sales and implementation in the Western United States. Mr. Carroll has worked as an Information Systems Project Manager and a Telecommunications Manager for the State of Washington. He holds a commission as a Captain in the United States Navy. Mr. Carroll earned a Master of Information Systems from the University of Phoenix and a Bachelor of Arts degree in Political Science from the University of Washington. Mr Carroll also holds ITIL foundation certification.
Ms. Tenkhoff holds a BA in Liberal Arts from the Evergreen State College.
Michael Evans, NCI Associate and Subcontractor
Mr. Evans has been an associate and subcontractor to NCI for six years. Prior to his work with NCI, he held a variety of management, engineering, design, and technical support positions at a range of organizations including USA TODAY, Ascent Network Services and Safeharbor Technology Corporation. His areas of expertise include video conferencing, collaborative technologies, project management, knowledgebase and web design, equipment specification and acquisition, satellite communications, statistical process control, risk management and computer technology. Mr. Evans holds an MBA from the University of Phoenix and a BA from National-Louis University. He also holds foundation certifications in ITIL 2, ITIL 3, and COBIT 4.1 and holds a lifetime professional FCC license with RADAR endorsement.
